Among the new layers of bureacracy is this gem: "Independence at home demonstration program." I'm assuming the details provide some context, but the title is uniquely opaque. "Independance at home demonstration program" sounds like something that would have Ralph Wiggum as a mascot. "I can stay home by myself! Yay!"
